Confused removal of last name of birth certificate

my son lives in mexico with his mother. we are attempting to come to terms and sign an agreement about my child support, time spent with me, etc.

one of the stipulations is: if I am three months in arrears in child support my son's birth certificate will be altered and my name will no longer be on the birth certificate. this couldn't be done in the US, could it be done in Mexico.

Also, I am suppose to allow that Mexico be the "mother country", I assume that means laws?

what should I do

No.

You cannot as a contractual penalty change a birth certificate which is a factual legal document --

In the U.S., yes. But can you confirm that this is true in Mexico? I assumed from the post that the child was born in Mexico, and has a Mexican birth certificate.
Who knows what the laws may be down there?
