help with back child support

What i need to find out is what I need to do to collect back child support due. I have a court order for support in Texas. I now live in North Carolina and he lives in Ohio. My children are now 31 and 32. They feel they want the child support owed to me and them that could have provided more of what they needed growing up. They have not had contact with there father in 20 years. He would move every time support was mention and it would take years to locate him. He would actually not work and live off welfare so he would not have to pay. I need to find out the what the procedures i need to go though to get him to have to pay. What state do I have to go through? Mine, his our Texas? I know his state has a no limit statue of limitation on child support and so does Texas to a extint but, NC has a 10 year. Were do I start? Any help please. Thank you

Good luck with that. From what I understand, it is hard enough to get Child Support Enforcement Agencies to go after deadbeats when the children are still minors and payments are still required. I just can't see them putting out a lot of effort for a case that is 15 years old.
You can file a civil action against him if you want.
