two state custody

my husband has two children that live in new york with his ex girlfriend. she has had cps called on her and is under investigation for 5 years. she leaves the kids alone with the babysitter and rarely sees them. we live in arkansas and we can provide for these children much better than her.

what steps do we need to take to get full custody with no visitation.

You need to get a lawyer and go to court. If the laws are the same in the states as they are in Canada then you will need to go to court in the state the child currently lives in.

Yup, and if you walk into court requesting full custody with no visitation for the mother, the court will not look favorably on you. You better have LOTS of incontrovertible proof that she is an immediate danger to the children, or your case is going to fall flat.
