Unhappy hitting an unlicensed driver

My daughter looked behind her, changed lanes and barely hit an unlicensed driver. (the officer couldnt even find the mark on the other car) The other driver was driving with a learners permit and no adult in the car, but the officer gave my daughter a ticket saying he had to because the other driver had called it in. The other driver was cited for driving without a license. In the state of Florida can you get a ticket for hitting someone with no license??
