Default appropriate insurance amount

Dear sirs,

I was not at fault (documented) but have sustained an injury to my foot as a result of another driver moving into my lane. I have heard that there is a "pain and suffering formula" which is 3x the amount of insurance costs. Does that mean 3x the amount out of my pocket or 3x the total that my insurance and I have paid (I have not asked for anything from other driver's insurance co. though they would pay bills if I want).
