Accident 5 years ago, injury later

Daughter age 15 was in ice roll over with her Dad, who broke his neck. Daughter signed off ambulance and medical treatment at age 15. Her jaw was sore and we did speak to family doc after she got home. Now, at 19-20 she has had to have expensive jaw retainer and now has to have new teeth braces, total about 8K treatments in the last year.
How did the medical people allow her to sign off on herself at 15? Is there any recourse now?
