Confused Uninsured Car Accident

In April 2006, I got in a car accident in MN. I was turning left from a bad corner and I turned into a car and got in a head on collision. I didn't have insurance and it was my fault because I was turning left. I don't think I was 100% at fault because it was a bad corner, it was 5:30 in the morning and the other car didn't have headlights on so I couldn't really see her until she got really close and she admitted to the cop that she was late for work and "might have been speeding" Any way, I pleaded guilty to no insurance and failure to yeild. Paid all fines and did all the penalties.

Now her insurance company sent me a letter asking:

1. If I had insurance

2. If I didn't have insurance and admit it was my fault

3. If I didn't have insurance and think it wasn't my fault.

What is this letter? They want me to call and respond. Would it be better to send a certified letter? I want to accept some responsibility, but I think some was her's and some was the counties. (they have had hundred's of complaints on the corner being blind and you can't see other cars coming. They are even in the process of fixing the corner) Is it even possible to take some of the blame but not all of it. They say it is 8400.00. Is it even possible to negotiate it to half or something or would I have to go to court. Also I don't have much money, so I can't really afford an attorney. Any help is appriciated.

You don't have to admit any fault at this point. You may want to let them try to prove it first.
