My girlfriend was hit by a driver and we do not have his insurance provider

So here is the situation. My girlfriend was hit from behind by a vehicle. An ambulance was called and she was taken to a hospital. In the meantime, a police officer was at the scene to take down the information. When we picked up the police report, the officer wrote down the insurance policy number, but not the provider, making the number almost useless. She is having a hard time seeing doctors because they need this insurance, and lawyers will not see her because she doesn't have a doctor's report. Unfortunately, we have gone to the police station twice, and the first time, he said he could not get the info. The second time, the officer told us that the first guy didn't know what he was talking about. But that second time, the computers were down and we were asked to call back an hour later. When we did, she said she can't get the info to us (and was rather rude as well). So I am wondering if there is any way to get this information (the insurance provider) so that she can see a doctor. Additionally, the man who hit her is not listed, so we are unable to call him as that is not an item to fill out on the police report. Any help would be greatly appreciated.
