if someone is driving a car that is registered in my name without car insurance, and they get in an accident, I know I can be sued because it is in my name. But can I then sue the person who was driving the car to get reimbursed the costs of myself being sued?

Actually now days you can sue anyone for just about anything. Almost the only time the driver ends up paying an amount the insurance company will pay is when there is a lawsuit and the damages exceed the policy limits.
