uninsured driver
I was recently in an accident with an unisured driver. My liability insurance does not cover damages to my vehicle. The other driver was found 100% at fault in the official police report. How do I go about getting compensation for my vehicle which is no longer drivable.

Based on what you say here, you could file suit against him (or at least threaten to do so) in small claims court or in regular court; filing in small claims court is easier and requires no attorney...you could try to collect all of the costs and damages

Would you quote your damages based on the actual estimate to fix the car(which is considered totaled) or the value of the vehicle prior to the accident(NADA,KBB,ETC...)?

You can try both but actual value is often the standard.
