Unhappy unlicensed and uninsured

our neighbors boyfriend hit our car parked in front of our home and drove off. He returned 1/2 later, police were called and he didn't have and insurance and his license was already taken away for prior driving offenses. He verbally agreed to pay for the damages so we got three estimates for repairs from differenct repairs shops, one for $1919.37, $3000.00 and $4000.00 it's been 2months since incident and he has paid us anything. Is it too late to go to our insurance company, and if we do, will our premiums go up. It's not fair that we will have to pay for the damages out of pocket. He has no job and said his brother was going to pay for it but he has two or three prior cases that he has to pay on and because we filed a police report he will now have to go to court for not having insurance or a license to drive. What can we do? If we go to small claims court, what will it cost us?

small claims is almost free

you can still claim with your insurer and it varies whether your rates will rise--it was not your fault so they may not

You'll more than likely get a ticket for no license. The insurance isn't even an issue in WI because you aren't required to have insurance. The no insurance requirement makes me nervous.
