I was rear ended

my car was hit by another driver with insurance but won't answer the phone when her insurance co. or my insurance co. calls so her insurance co. says they don't have to pay my deductable because they can't verify the accident. They have a copy of the accident report, two body shop estimates for damages to my car, a copy of the traffic ticket she received but they still say they don't have to pay cause they can't verify with there client. does this make any sense what if she died or had a stroke and couldn't speak or just plain doesn't care her car had no damage mine $2000. Why talk to her insurance co. other than the right thing to do.
