Negotiating with money I owe insurance company

So, I was at fault in an accident and my insurance company only covered only up to 10,000 in property damages. They offered the other company 9, 200 and said that damages totaled 18, 000, the other company send me a request for the balance and said that it was 20, 000. I know that I owe the money, I don't dispute that, but my adjuster said not to make them an offer until they accept the 9, 200 settlement offer. I called the other insurance company and they told me that they would not accept until they knew what I was willing to offer. I owe them money, but I don't want to get hoodinked by an insurance company either. Any advice is appreciated.
