Default I drove over a construction sign bracket and tore up my car

I damaged the tire, wheel, lower time pieces on the driver door and rear door, I also see that my front fender is out of alignment and there are scrapes and bent pieces of metal under the car.

It is raining heavily, very windy and it's at night, I assume the big reflective sign blew out of the bracket used to hold it upright but the bracket also may have blown off of the meridian onto the road. I was traveling at 80 kms per hour { 50 mph } and didn't see anything since the bracket is just a peice of brown metal.

What are my options? Call the city tomorrow, pay out of pocket, file and insurance claim or go to small claims with the construction company?
