EEK! mr

I took my car into a dealership for repair. While there another customer backed into the front of my vehicle causing damage to my bumper. There was a witness to this incident. The dealership called the person who hit my vehicle but he denied it.

My question is......who is responsible for the damages and how should I proceed with this matter?

You could sue both but once the repair shop takes control of the vehicle from you, they normally are liable and their insurer should cover that.
