My daughter was rear ended while sitting at a red light on a rainy morning. The lady who hit her produced an insurance card for the police while report was being made. I discovered later that the woman did not renew her insurance when due and was driving uninsured. My daughters' liability insurance covered her hospital expense but not the car. It was in storage for two weeks running up a bill of $380. I paid to get the car out to keep the amount from climbing higher. The estimate from a body shop was $3600 on a '96 vehicle worth $4600, which totals the vehicle. I'm not sure what step to take now, as the woman who is uninsured told my insurance agent that the reason she didn't renew her insurance was because she doesn't have the money. I am willing to accept a lot less (perhaps $1000) just to get my daughter some wheels again. Please advise me on what action I should take. Thanks for your input!

Based on what you say here, you could file suit against her (or at least threaten to do so) in small claims court or in regular court; filing in small claims court is easier and requires no attorney...you could try to collect all of the costs and damages that you suffered due to her behavior...
