accident question

i was involved in an accident where someone hit me, the guy that was driving the other car did not have a license, wasn't the owner of the car, and was an excluded driver on the insurance policy. The owner of the car agreed to pay for the damages but only bought some of the parts to fix it and now we can't find this guy, is there anything I can do?

You can sue both him and the owner and suboena them for info if need be.

You may file in small claims if the amount is not too great.

i was parked up as i slowly moved off in a straight line a car cut across me i had only moved about a foot and a half that was three months ago and we never went through the insurance and i offered £700 pounds to fix her car about a month ago am i liable by law to pay?
