Question Selling Real Estate to Foreign Heads of State

Must I first get clearance from the U.S. Department Of State in order to sell real estate to foreign heads of state?

I wish to inform you that you can sell land to foreign head of state. While buying land that person is having the status of being a foreign investor. Generally foreign head of state can buy real estate in personal capacity. Head of state is a position which a person is holding in official capacity and the acts are deemed to be act of the state but when that person buys anything for himself or does anything for personal benefit generally that action is in personal capacity. If the head of a state is a person with whom USA has imposed some sanctions then that person may not deal with you without permission from US Department of State.

Thank you! The part regarding sanctions/not on friendly terms with the U.S. was the part that I was concerned about(Logan Act).
