I live in North Carolina, an have a signed purchase and sales agreement with a buyer. The buyers have been nothing short of a real pain in the neck. They have conducted an inspection of our house, (which is only 1 year old), and have nit picked it to death. In the Purchase and sales, it states that they must get me the inspection report by a certain date. They did not get me the report until the next day. Would this be grounds for a breech of contract? Could I keep the down payment?

It would be grounds but you would likely have to give at least part of the deposit back--depending what your contract says. You could take your costs incurred etc.
