Confused basement wall leaking water

I have bought a new house and moved in last august. Now I have a lots of water in my basement wall ( not dripping water, just you can see it's wet ).Is builder shall take resposibility for that and fix it up or is my problem now since the house's one year warrentee is over? thanks.
