Price War
If a property has to be offered to both homeowners on each side and both parties want it at the offered price, how is the buyer determined? Is there another option besides a price war?

What do you mean? Who is offering it and why must it be offered to both?

It is a home on one lot and a vacant lot on the other owned by one person. Per the association by-laws, when the owner wants to sell a property (in this case 2 properties) they must offer it to the owners on each side of the property for sale. This is the first time on record that owners on opposite sides of the property both want it at the asking price. The seller is friends with one of the parties and wants to sell it to them. Can she? Or does it have to go to a bidding war? Thanks for your interest.
