A financial adviser talked me into purchasing an annuity, telling me that he would sell my stock to buy it with no tax implications. After buying I found out I would have to pay tax after he had even given me a letter stating that I would pay no tax.. Is he liable for my tax expenses

If he specifically advised you on that issue and it was wrong you could hold him liable yes.
