Need to find out what are the requirements for establishing a on going raffle or lottery in New York or Chicago area ?

You may call state gaming officials in each state and they have all the papers and forms to apply.

My brother got forms from city hall, and apps from city hall--the mayor's office is constantly watching those things as well. But on a smaller scale. For local raffles and the like.
