If a person in the State of Virginia bounces a check to a contractor for services rendered and then said contractor deposits the bad check in the bank and then incurs fees because they try to draw funds against it, is the person who wrote the bad check responsible for those bank fees charged to the contractor or does the contractor have to eat the loss? I do not know the banks deposit of check policy..1 or 5 business days to clear?
Bearing in mind that the check was made good four business days later when the writer of the check became aware that the check that they wrote was bad, called the contractor and issued a "bank check plus NSF fee". |

Not automatically. Frankly the check holder has to watch his account as well.
He could take you to small claims and try to get the fees but most likely it would not be worth his time. |
