Confused breech of contract?

On July 8th, 2007, I contracted with a fence installer for purchase and installation of a fence on my property in Lower Makefield Township (Bucks County), PA. Contract was for $9800. I gave a check deposit for $2800, which was cashed by the contractor. No work has been performed to date and the contractor will not return my repeated calls to inform me of when the work will be performed. I have not received any materials either. Is there a law in PA which requires contractors to perform work within a specified time after signing a contract? If not, what recourse do I have?

No exact requirement but based on what you say here, you could file suit against him (or at least threaten to do so) in small claims court or in regular court; filing in small claims court is easier and requires no attorney...you could try to collect all of the costs and damages that you suffered due to his behavior... You may also report him to your state attorney general's office.
