Confused landlord

Does a non-smoking law apply to leased office space in Pasadena, CA
Does this have to be stipulated in the lease or is it the tenants
responsability to know the law.
Can the landlord deduct the cost of steamcleaning the vacated premises
of the stale smoke odor from the security fee?

It does apply and you can deduct costs to repair the damage done by the smoke.
