ebay motor seller refuse to sell

I successfully bid on ebay motors an automobile. I contacted the seller whom at the time verbally said he will sell the car (and we meet in San Diego where the car is). When we meet he said he has seller remorse and that it's ok with him if we decide not to buy the car which I refused. He also said that he lost the title paper and need to replace it which will take a few days.
After that he did not return my email or calls. Can I sue to force him to sell or get some compensation for the trouble. The car is registered in Arizona but he garaged it in San Diego.
