EEK! Clerk of Court seen taking money and traffic tickets

I witnessed seeing a clerk of court take traffic tickets and money, roll it up and put it in her purse. I filed a complaint with the Police Department, it was given to the Mayor. The Mayor advised he does not believe me, who is behind this complaint, who is wanting her to do this? After another discussion the mayor advised the Police Chief he was not going to do anything about this. The clerk of court has been under suspicion for quite a long time. The last audit of her office showed $224,000 in uncollected fines, and I saw a paper that showed $338,000 in uncollected fines. She is not serving any warrants for these uncollected fines either. HELP!!!!!!!!!!!!!! What would be the next step to this?

She would get caught eventually if that were true because some tickets could change to warrants.

Also tickets will show as unpaid and the ones who paid would then start to complain.

She is not doing this is open court, she is doing it across the hall from me. The tickets I am talking about have been thrown away, warrants thrown away, got from garbage, tickets are not supposed to be thrown away, especially with DOB, SSN on them, same as warrants and persaonal information. We are a small town and we are pretty close- office wise to each other, so seeing is only a look away. She is also taking OLDER tickets with case numbers and redoing them for the current year, Not realizing that the ticket number has a date. It's really complicated.

You could inform the police--that would be a crime.
