Confused paid consultation with an attorney on a small claims & he was hired by opposing party

i had a paid consultation with an attorny on a small claims case then the same attorny was hired by opposing party is this ethical

No, the Bar rules normally do not allow that.

Consult your state Bar and if need be file a complaint, and/or ask the lawyer why that is not a violation.
