I have a legal question about the law of Wales. Can that be done as well and how long to get an answer? Ask it here or on the ask a lawyer form only?

Yes you may either ask here for free (and publicly), or with your own personal lawyer on the site home page for a modest fee.

Note what jurisdiction you are asking about?

I want to ask a question on Scottish law, and I assume you can answer that too, is that correct? Can I ask in the forum and privately both, or must I choose one or the other?
