Confused Payment of lawyers fees in Spain

Hi guys,
Just wondering if somebody could help me.
I have been living in Spain for 7 years now working as a chef. Last year I was diagnosed with cardiomiopathy and have since had to leave work and claim social security.
I went to see a lawyer here and he quoted me 400 euros for sorting out my forms etc.
During that time I applied for payment of an insurance policy that I had taken out and brought this up casually in conversation. He said he would take a look at it if I wanted and offered to send a fax of the paperwork proving that the government recognised me as seriously ill.
When I asked him for the bill he charged me 2200 euros saying that he was claiming a percentage of the insurance money. This for sending a fax to a company that had already agreed payment.
Now I know this may be ambiguous but what I want to know is, in Spain, must a lawyer disclose the fees he will be charging ,either orally or written, BEFORE he sends a bill?
