Government Property and Computer Use

A co-worker that works for the Government sent her ex-husband an electronic mail that contained vulgar language while working on her computer. She didn't use the government email system but used her msn account while using Government property. Her ex-husband is furious about the emails and reported the incident, but from what we understand it was dust under the rug by our manager and she got away from being investigated.

Isn't using Government equipment to commit a crime against the law and against the code of ethics of the government. Could her ex-husband pursue civil actions against the government for not looking into the allegations and just letting it go?

Being that I witnessed the email that was sent to her ex-husband do you think I should come forward and report the incident to a higher official to have this worker disciplined?

You could if you wish--but she did use MSN and the issue has apparently been reviewed.

It depends how big of a deal you wish to try to make this.

Technically yes she did have gov property partly involved.
