I was wondering if anyone could tell me, to request a search warrent or an arrest warrent from the police department what I need to do. Can I ask for them myself or does an attorney and does it have be asked for as part of thier discovery in the trial?

You would have to subpoena them and they may have investigatory privilege. You can see actual arrest records however at any time and anybody can go in and request them--but not warrants.

Are arrest records public record in every state or just California?
