Arrested due to traffic citation mixup

This morning there was a roundup of people that had not payed for their traffic fines.
George had payed the traffic ticket (has receipt to prove it) but for some reason the city traffic department did not have a record that George had payed and ordered for his arrest. Police showed up this morning at peoples houses to pick up those listed in the list of names. George's wife and kids watched as well as neighbors while George was being arrested at home. George asked if he could show receipts but was told he could not. It was very embarrassing and he works in a high visibility position. Can George sue for false arrest?
