under Singapore penal code:
Refusing to answer a public servant authorised to question 179. Whoever, being legally bound to state the truth on any subject to any public servant, refuses to answer any question demanded of him touching that subject by such public servant, in the exercise of the legal powers of such public servant, shall be punished with imprisonment for a term which may extend to 6 months, or with fine which may extend to $3,000, or with both. does it apply to someone who has called a police station and turned off the phone after an officer asking about the identity of the caller? would the officer be able to trace? |

The officer can certainly trace it. But you don't have to give identity to make a report of a crime.
Otherwise yes the provision may apply... |

If the police can trace the phone number, would they assume the phone number's registrar is the offender executed the act?

what if the call was made from out of Singapore? can they trace it?

Both can easily be traced. They would contact the phone owner and ask if they have questions or concerns about who made the call.

can the police file a request (if im not mistaken the term is subpoena) to the country / phone provider from that country to release information and put an international permit to arrest?

They can but not likely they would do so over a phone call...it is a fair deal of work.

officer have permission to trace all the call to whom it may be. u have to take right decision before they do so.
