littering cigarrette ashes?

I got pulled over because the officer said i was \"littering\". I asked him what I littered? The officer said because I was smoking and since I had my hand out of the car window, and he said I was littering \"cigarette ashes\". I told the officer it doesn\'t really make sense to me. If I was littering the cigarette butt, then yes, I would think that is a form of littering. Can the officer give me a \"littering ticket\" because I held the cigarette outside the car window?
