Adoption between mother & new partner

My brother and his partner who are now seperated have a child who is 8 years old. The mother lives in Australia and the father (my brother) in New Zealand. Both parents are Australian born. The mothers partner wants to adopt the child. What rights does my brother have to stop this adoption from going ahead? Do both parents have to give their consent? My brother is ill and moved to NZ with his Wife to give her support with his illness. He pays the minimum amout of maintenance to the mother each month.

Any information that you could give me would be appreciated.

mom and her partner need to be married at least a year before an adoption can take place. and they need dad's permission. no judge will allow mom's partner to adopt when they are not married.
