![]() About the China Center of Adoption Affairs One office and eight departments are established in the China Center of Adoption Affairs (CCAA). Their responsibilities are: Ⅰ Administrative Office Responsible for: receiving and delivering adoption documents and information; drafting general reports, proof-reading official documents, supervising and managing particular cases and confidential work; making external communications, offering consulting service about adoption policies, receiving foreign visitors, coordinating concrete matters for protection of interests of internationally adopted children; managing human resources, wages and fixed assets and coordinating work of different departments at CCAA. ⅡAdopter's Eligibility Review Department Responsible for: reviewing qualifications of foreign adoption agencies; proposing concrete qualifying standards of foreign adopters who want to adopt in China; reviewing adoption applications and relevant certifying documents submitted by foreign governments or adoption agencies appointed by foreign governments; making regular assessments of inter-country adoption practice of foreign adoption agencies which perform China adoption program; training of contact persons of foreign adoption agencies in China. Ⅲ Child's Inter-Country Placement Department Responsible for: selecting and placing adoptees for foreign adopters; regular notifications of adoptees' status; communicating with provincial registry offices for adoption on problems that arise during the course of registration; carrying out studies and proposing regulations of inter-country adoption work in welfare institutions, training courses and instructions for welfare institutions. Ⅳ Domestic Adoption Department Responsible for: carrying out investigations and studies in domestic adoption and giving comments and suggestions on policy-making; studying and proposing recommendations for regulation of domestic adoption practice and assisting in its implementation; consulting service for domestic adoption program; coordinating and undertaking services in domestic inter-province adoption. ⅤChild-Raising Department Responsible for: carrying out studies and proposing recommendations on scientific child-raising programs in social welfare institutions; making studies and proposing recommendations on criteria and standards for work of child-raising in social welfare institutions; undertaking management of training courses for child-raising in social welfare institutions; introducing and promoting advanced methods, programs and experiences for child-raising from within China or abroad. Ⅵ Archives Management Department Responsible for: storing, categorizing and keeping of archives and records of adoption documents, certifying documents and documents made out of review and approval formalities for parties concerned; receiving inquiries for checking adoption archives; following up post-adoption situation of adoptees. Ⅶ Information and Technology Department Responsible for: constructing information network at CCAA; carrying out studies and formulating plans on construction of information network for adoption program; organizing resources and developing software for management of adoption work; controlling and maintaining functions of internet and intranet of CCAA; undertaking management of training courses for usage of computer operating system. Ⅷ Finance Department Responsible for: receiving adoption service fees from foreign adopters; receiving and supervising donation fees for projects donated by foreign governments and adoption agencies; running and managing relevant funds and internal financial affairs at CCAA Ⅸ General Affairs Department Responsible for: management of property, real estate, leasing-out and managing of offices; safeguarding and logistic management.
