[PA] Guardianship & TCM?

State: Pennsylvania

My friend was assigned her mother as a guardian in May 2008.
About two months ago, she acted out, and was 401'ed. Now, she has a new guardian, along with a TCM (Targeted Case Manager).

Does she have any chance of appealing her current guardianship status? Right now, it seems noone will take her seriously, or even care what she wants or has to say. Her guardian included. I am just trying to find a way to help her try to get her independence back.

On a side note:

Yes, this is related to my other PFA thread. Her guardian and TCM filed a PFA against a friend of both of ours, for stuff he didn't do [and I don't know how they are going to prove it]. Even she would vouch for it, but she isn't even invited to the hearing at this point.
