Adoption for a step parent when Biological father has not paid child support in 3 yea
I have a child .That her biological father (which is named on her birth certificate).Has not paid child support in over 3 years.Can my husband (her stepdad) adopt her without a consent from the biological father? Also,does that mean we will have to placce a ad in the newspaper where we think he is?

You cannot start the adoption process without Bio Dad's knowledge and consent. Since it appears you do not know where he is (Bio Dad) it would be best to consult an Attorney as to how to proceed. Any mistake will make an already very long process even longer
