how can sexual abusers adopt two girls

This man who had sired a child with an underage girl in the custody of Child and Family Services in Canada. Denied he was the father and was proven through DNA tests he was lying. This man has to support that child. Now this man and his wife have been granted Gaurdianship after a period of fostering two young girls and a boy. The girls are 10 and 8 and the boy is 12. This man is known by all the young girls in our family he had tried to get alone so he can play with them. Mothers have had to remove thier daughters from this persons grasp and tell him to leave them alone and he laughs. CFS knows about this and the court documents are on file on the internet and The wife had a court order on him for years not to be in her home. Then when she wanted to become foster parents in April she filed in Nov to have the restraining order dropped on him so they both could file for gaurdianship on these three children and the courts allowed it. What kind of screening are these courts and social workers doing if they allow a pervert that likes playing with young girls to become a foster parent and a gaurdian of young girls. This up set me to no end when i heard that pig had these girls in his home. They lied a lot about a lot of things even told CFS stories about the childrens family so they didnt have to deal with visitation from the childrens family. They got an order that no one in their family can see the children without a therapists ok that it is in the best interest of the children. They were asked who they missed the most and wanted to see they said thier old school friends, so because they didnt name their family they won't allow any visitation. How can they put an order on people without notifying them or giving them a chance to speak in their own defence on third party gossip that has not be proved and has no fact of basis. You have sixty days from that court date to file a complaint, well they never told anyone they had that order and someone else let it out of the bag after three years. What can we do about these people. CFS doesnt believe us when we tell them what these people do to the children. They just say the home was checked three years ago and it was fine. What about now that this man is living in the home with other family members of his of the male gender, that we have seen abuse those children booting them around and slapping them across the room, now drugging them so they are quiet. How do we get CFS to believe what is going on in that home. That women says we are just trying to cause trouble but that is her way of getting out what they are really doing. People call me all the time and tell me what that women is up too. i tell them to call Child safety but they think i should do it but i am not believed. So what can i do now about any of this. unbelievable and out of breath.
