Adoption of a soon to be born child of unfit parents.

I live in Califorina, my husbond and I know this girl who at one point was family via marriage but not anymore, her and her boyfriend are homeless, and have been for over a year, they already have on child, who's not even with then, a family member of the father fought for guardian ship. The girl is 3 months pregnant, the father is currently in jail. I want info on how I can go about obtaining full custody/adoption of this child without the parents conset. The mother seems to be willing but fears the boyfriend, yet stays with him. Please help.

HOW DO U KNOW SHE IS UNFIT JUST CAUSE HER BOYFRIEND IS IN JAIL AND SHE IS HOMELESS THERE ARE MANY FAMILY SHELTERS IN WHICH SHE N THE SOON TO BE BABY CAN GET ALOT OF HELP N NOT BIENG HOMELESS N WITHOUT THIS IS NOT A GOOD ENOUGH REASON FOR U TO WANT TO ADOBT SOMEONE ELSE CHILD
